Bug with layers causing graphics to duplicate themselves when moving layer around. Ver 21.2

Edit: I have figured this out. Leaving for anyone else. In preferences menu, go to performance tab, and uncheck 'Legacy Compositing' in the options section. If it is already unchecked then you have a different issue.

It is hard to describe the issue however I have attached a video demonstrating it. 

I am using the most up to date version of photoshop and have tried reinstalling.

When I have more than one layer, if I move the image of a layer, it duplicates itself onto the background and only goes when I move a different layer over the duplicated one. It does this with everything including drawing and pasted images.

Can anyone fix this? I don't have this issue on my other pc with the same version. Only on one system this occurs.

Thank you!  You solved my problem.

I'm haing the same issues and it's slowing me down.  Please fix this!
