Burning and doge layers not working properly in photoshop cc 2018

Problem with burn and dodge layers

When trying to burn and dodge (each on a separate layer and in overlay mode)It works properly with my mouse but the Wacom pen in brush mode the colors (darken or lighten) are reversed from the foreground and background layers eg foreground white darkens  Also even though brush tool is set at 100 opacity and flow the effect is as if 10 % with the Wacom brush but normal with my mouse

I should note that the Wacom pen works properly in Lightroom  Can you assist?
