Can I change default brush settings globally?

I like most of the changes to the brush panels in cc 2018, but i am still not able to apply a setting globally to all my brushes from what I can tell. There are two settings, smoothing and angle jitter that I want to control globally for all my brushes.  Smoothing just makes me feel like i am using a laggy brush so I want to be able to disable it, Except the only way to do this is manually disabling it for each brush. That's a chore I loath when I'm trying out new brushes. The same goes for angle jitter. I have a pen that can use brush rotation, but i have to enable the feature manually for every brush almost. I don't know why pen rotation isn't the default choice for angle jitter in the first place. Pen rotation maybe isnt used by a large part of the user population, but it's the most intuitive setting for angle jitter when you think about how a drawing tool works in real life. Please give us the option to change global default brush settings. I'm tired of changing the exact same settings each time for every new brush I want to try.

    Are you using Brush Presets?

    I am using brush presets. 1000s upon 1000s actually. Modifying each one individually is unacceptable.
