It's not that Photoshop CC 2019 wont run on Windows 8.1 it's just the installer wich won't give you an option to install Photoshop 2019 on Win 8.1.
If you install Photoshop 2019 on Win 7 then Upgrade to 8.0 and then Upgrade to 8.1 Photoshop 2019 will run.

Should also work with other CC 2019 Programs wich run on Windows 7

Info: Creative Cloud app wont detect Photoshop 2019 as installed and you wont get updates (should be the same for other CC 2019 Programs)

As constantinr91421937 mentioned, only the installer doesn't give you any option to install newer Adobe programs on Windows 8.1. For usual the programs will run on windows 8.1 once they are installed.

 

I've written a little tutorial, how i managed to install Lightroom 8.4.1 on Windows 8.1.

You can try this solution for photoshop at your own risk. You will not get any support from Adobe or from me!

Sorry, the tutorial is in german only. Long story short: I recorded the installation on a supported operating system and built a new setup file from this. This custom setup will run on Windows 8.1, too.

Do you have a work around to get PS installed ?

 

Yeah, it's not like people with 8.1 aren't also paying Adobe every month for support and new versions... I really like the irony of their announcment wording, "Focusing our efforts on more modern versions of Windows and Mac operating systems allows us to concentrate on developing the features and functionality most requested by members, while ensuring peak performance that takes advantage of modern hardware. ". Because windows 7 is more "modern" than 8.1 and first release 10 ? 

Especially annoying for people with win 8 systems that MS said were not compatible to upgrade to win 10.

Windows 8/8.1 is a somewhat special case. A lot of people just didn't like it and it never caught on. I'm sure there's nothing wrong with it technically, but most of the customers preferred to stay on 7. I was one. Unofficially 8 was considered a failure and MS eventually dropped support and development for it - while still supporting 7, simply from customer demand and the huge user base.

 

So in terms of development and support, Windows 8 is curiously "older" than Windows 7.

That is not entirely true. People were underwhelmed by 8 when it rolled out, but 8.1 fixed most of that.

That about ends the true part of your reply.

Win 7 was released Oct 2009, and win 8 Oct 2012, making win 8 three years more modern.

Extended support for win 7 ends Jan 2020, extended support for win 8 ends Jan 2023.

 

So I'll leave now before I say something else, but be certain that I an not pleased with Adobe for taking my money and not providing the promised goods. Not even allowing me to install beyond CC 2018 on my 17" 1920 x 1080 screened,  i7, 16GB, 512 SSD, 1TB HDD laptop really pisses me off. Well you can see why I should stop now.

bobbyatk, you can try the way i described above. It shold work for PS, too. But i haven't tested it, yet.

 

To end the discussion above: Different people prefer different operating systems. And there are some goods reasons to use windowos 8.1. But be aware not to mix up windows 8 and windows 8.1. Windwos 8 was reallay shi**y.

The very least Adobe could do considering it continued to take our money is allow the install with the warning it is semi unsupported (MOL). I think they are just rying to squeeze out a few more dollars profit by supporting fewer configurations. Especially considering it is widely reported people are happily running cracked versions of PS 2019 on win 8.1 systems. I am seriously thinking about dropping CC, going back to my CS6 and start using my CaptureOne for more than just tethering. This really pisses me off.

Thank you. That is a lot of work to fix something Adobe is already being paid to do. I don't have ready access to some ot the needed items (like a win 10 virtual machine). So unitl things line up better for me to try it, I'm going to keep doing what I have been. Watching for a bootleg copy I would trust, crapping all over Adobe's CC facebook ads that have been popping up incessently since we started this discussion. Surprising how many didn't know they would not be able to use the new CC versions with win 8/8.1 and older copies of 10. Wait until I run into Adobe at one of the photo conventions... Oh, and I organize a 1600+ member photography meetup group. So many more people will learn about adobe supporting windows, or not.

Or Adobe could always get off their ass and fix whatever went wrong that caused them to not allow installs to 8.1 You know, like we are paying them to do. It's also much cheaper to buy Phase One Capture One (better tether & raw processing than LR) and Affinity than buy a new laptop.

Hi guys,

i can confirm that the method i described in my blog (link above) works with the new lightroom 9.0 setup, too.

Currently i have the problem that i've got no graphics acceleration in LR9. I think it has nothing to do with the installation method but with my pretty old graphics card (Radeon HD 7850).

Does the non-support of 8.1 extend to all the other apps as well??? If they are still supporting windows 7, will this technique work for them?

Oh it's worse than that. Recall the i7 machine I described in the thread a long time ago...

Well I fianally got win 10 to install in place of 8.1 and could then install PS CC 2019.

So for 2020 Adobe discontinued support for intel HD1000, 2000, 3000, 4000 GPUs.

Making that 17" 1920 x 1080 screened, i7, 16GB, 512 SSD, 1TB HDD, HD4000 GPU laptop unable to install PS CC 2020

Adobe is not my favorite company.

You forget that Photoshop is a professional-grade application. Like any professional tool, it makes no excuses. It is optimized for speed and efficiency, not outdated or inferior hardware.

 

The problem is that Photoshop has such a total market dominance that everybody feels entitled to it. But it's not designed or intended to run on any old computer. It's the user's responsibility to make sure it has the resources it needs to run efficiently.

More nonsense, but another good try. 1. Adobe sells to a lot of people, professional and hobbists. 2. The 2019 version would run on 8.1, but adobe blocked the installer. 2019 ran fine on 8.1 when customers took the trouble to fool the installer. 3. A gpu can be ignored (but may limit speed or function), a crippled installer can not (i.e. PS 2020).  4. PS could have been allowed to run slower. 5. Why has Adobe removed from the requirements page the "note" saying HD1000, 2000, 3000, 4000 are no longer supported ?

All the apps have moved on in the 3 years since this discussion and won't run in ancient systems 7 or 8 or 8.1 at all.

This is insane. I just upgraded from 7 (cus it is losing support and I couldnt use latest Lightroom anyway). I switch to 8.1 simply because my laptop is quite old and 10 do not support my dGPU...

In the worst nightmare I would not expect that. This is insane. What I supposse to do, reinstall back to win 7 just for photoshop? Why I cant even install older version then. This is insane!

Ok I contact Adobe customer service and They provide me links for older apps. If PS 2018 going to work just fine Im ok with that, but still, creative cloud app should at least tell me that there's a chance to fix the issue, not simple message "UPGRADE YOUR SYSTEM" cus buying new laptop or OS is not like 10 minutes activity...

PS2018 installed, didint run cus some windows problem, LR2018 wont even start instalation

Both PS and LR 2018 are now working on my computer.

Yup. Until Adobe gets off their butt and corrects this, I'm doing my best to make sure as many people as possible are aware of this. Which includes the 1600+ membership of the meetup group I organize, and commenting on every Adobe PS ad that appears in my social media. All I need to say is, the 2020 version won't even be allowed to install on Win 8/8.1 and early Windows 10 systems and include a link to Adobe requirements page. https://helpx.adobe.com/photoshop/system-requirements.html  From the response, I can say there were a lot of people unaware of this. Feel free to copy this if you happen to get a lot of ads in your social media, or know of other groups that (perhaps you belong to FB photography groups that are unaware of this requirement...)  are unaware of it. Perhaps Adobe will decide it is more cost effective to provide a link to a installer that doesn't block these versions of windows. LIKE WE HAVE BEEN PAYING THEM FOR.

I manage to run both PS and LR from 2018 on my machine, but the bad taste last in my mouth.
Sooner or later I will change my PC, so OS is not going to be a problem, but the way how Creative Cloud APP informs You about the issue is unacceptable. And the fact that people actually can RUN latest updates using some crazy tutorials is even more ridiculas. It looks like CC appl itself is a problem (and this one is not the only one...).

I almost crashed my PC when I found this topic. Then I contact support center and person who helps me, provide me links for previous versions. Until now I didint bother about new updates, but based on my "luck" life history, newest PS version is going to be a DEALBREAKER update :D...

And as I said, Adobe should fix this problem with a popup message inside CC application. Cus people like myself can get mad, type a problem in google and in a hurry do not understand that they in fact can use Photoshop, but not the latest update - which is in some cases - just fine.

BTW I just realize 10 can support my anciet GPU so I could upgrade staight to 10.
Now is too late tho... Never act in a hurry guys...

Just update Microsoft Visual C++ 2015 Redistributable from the below link and you will be able to run photoshop cc in windows 8.1. Or just update as above and then install the photoshop cc on another pc running windows 10 then copy the PS folder to the computer using windows 8.1 and you will be able to run photshop cc on win 8.1.
