It happened yesterday while I was editing a picture. Suddenly, I wasn't able to create a new file or open one. Saving my file also didnt work. Opening a file only worked when i dragged it directly into PS.
Now, one day later, Photoshop opens up without the new Screen, where you can see all of your previously editet files etc.
I am only able to create a new file if i go to preferences and select the old "new document" interface.
I tried restarting, reinstalling, resetting all settings and even reinstalling the Creative Cloud, nothing works for me.

I just downgraded Photoshop to 20.0.8, the problems seems to be solved. Problem still occurs at 21.0.1.

I had the same issue. Try this:
Open Photoshop and then the Library Window (Window -> Library).
Look for the error message:
"Page faild to load"
URL: file:/// ... etc.
Search this directory on a computer with the same fotoshop version you have an look for the index.html file. This file is probably missing on your computer. Copy and paste this index file from the other coputer to your computer to the correct location (see Page faild to load / URL).
I don't know if it helps for Photoshop 2020 but I fixed the problem in Photoshop 2019.
