It seems like as soon as I resize an image on the canvas I can't save and I get the 'Could not save "project.psd" because of a program error.' message. If I undo the image resize, then I can save again. Even if I draw on the image I can save. I'm not sure if there are other things that are causing the error, but I know it happens after resizing an image.
I've already uninstalled and reinstalled the program, as well as reset the preferences, so neither of those help or work.

Hi, you can install another version of Photoshop from the CC app and see if that works
I know is not the ideal but you can see if the problem is the version

The same thing is happening to me currently. Running a fresh install of Photoshop 22.1

Same exact issues here, changed Image size and can no longer save, same error message as above. Doesn't happen when doing any other change I have tried, just when changing Image Size (Image>Image Size).
I have tried to even Export as Quick PNG (hoping a change of format might help), and after clicking save, nothing happens. No files appear in folder, but also no error.
Saving As (anything else), gives same error 'Could not save "project.psd" because of a program error.'
Running 22.1.
Would love a resolution to this Adobe.

I am sorry to hear you are running into this issue. I see that you've already reset the preferences, so perhaps you can try installing an older version of the application to see whether this addresses the issue.
You can instal previous versions from the Adobe app (see attached)

Hi, try to resize then change the color to 16 bit/channel. To do this go to Image > Mode > Choose either 8 bit/channel or 16 bit/channel after resizing the image and then try to save it (Ctrl + S). Hope this helps
