Hope to be able to explain this issue since last update.

While using the lasso to select part of an image, I was use to move (scroll) over the image to go on selecting using this combination of keys:
spacebar + left mouse click
but now this combination doesn't work. No way to move across the image while using th lasso tool

This combination still works for me. I'm using Photoshop 21.1.3 on the Mac.

Just pressing the spacebar should turn the mouse pointer into the Hand tool temporarily, so you van move the image. What happens when you do that?
