Can you distort and image WITHOUT altering perspective?

While distorting an image with perspective is brilliant, I have a job that requires I make one side of the image taller, but don't want any perspective distortion - I want the horizontal proportions to remain the same.

I know I can use Transform > Warp, using only the 'H' input - but I want more control than that.

I can't believe there's no option to use the tranform tool without perspective distortion - it seems so simple!
