Cannot highlight certain text after exporting Photoshop PDF

I have built a Ps document with multiple text boxes, but after I export the PDF (and this is true for all pdf presets) I cannot highlight/select certain textboxes. Certain text boxes are perfect and can highlight the text, but some of them cannot and I don't understand why and how to fix it. There are no locked layers, none of the text is outlined, it was all typed out in Photoshop. (All the font files are good, the image links are working.) I use a Mac, Adobe Acrobat Pro DC, and Adobe Photoshop 2021. It is frustrating to not be able to search for text in the entire document in Acrobat.

you mentioned searching for text and highlighting text.

To search for stuff in your document you can press Command + F (Ctrl + F on PC)

to edit things in your file you should be able to click "Edit PDF" on the right hand side?
