I've googled, watched youtube videos, confirmed that my Nvidia GeForce GTX 1080 should work with this program to enable scrubby zoom but for some reason I can't get it to work.

Hi

There are issues with Photoshop 2020 not detecting some old and not so old GPU's, it started with version 21.2, updating to version 21.2.1 fixed the issue for me on my work PC with a Nvidia quadro p620 card, alas this is not the case for all.

I had reported it here when I first noticed the issue.

You could try reverting back to version 21.1.3 which seems to fix the issue for most people
