clipping mask grayed out

see the layer IMG_0265 copy. I have right clicked this layer attepting to apply the layer as a clipping mask to the folder called flowers for her hair. Theis folder contains a number of smart obkects on diffrent layers. When I right click IMG_0265 layer, the "create clipping mask" command is grayed out. I a following a Behance tutorial that does exactly this sucessfully. can anyone tell me why 'Create clipping mask" is grayed out?Screen Shot 2020-07-14 at 5.23.31 PM.png

If the layer IMG_0265 copy is in a Group, then it can't be used as a Clipping Mask for a layer or group outside it's own group.

If you saee the attached photo in the first post, IMG_0265 is not in a group. It stands alone.
