Clone stamp moving zoomed in image around in PS CC 2018

Hello!
I have been having a problem with my clone and healing brush tool for the last week or better. I'm about to lose my mind. I cant retouch anything in a short time because I'm constantly restarting everything.. which doesn't help. Anyways, I have a Wacom Intuos tablet- and it has been fine. I have updated the driver for that yesterday, including PS CC. I am still having trouble any time i zoom in with the clone and healing tool moving my image around.
I have already checked that the clone source properties are correct (clipped is checked), I've reset the tool, made sure i am on layer current and below... and STILL it moves my images. Doesn't matter which direction i brush.. it either moves it up and down or side to side.
I've also been having problems with the Alt key when trying to source an area to brush ... the cross hairs are either in a completely different area from where i clicked, or i get the dialog about not being able to source alt because the background is deleted. And that's after I have already been working on it and have not deleted anything. I did try single pressing Alt and then pressing alt click and it works for a while. (Also sticky keys is not checked on in the control panel \ease of access)

Anyways, I am frustrated- and I apologize ahead of time for any errors above , and I hope that it was fairly easy to understand.
If you have any suggestions, I'd sure appreciate the help. I have a session I have to finish retouching and in 24hrs I'm only on my 2nd image... Grrr.
