Control-Option command in Photoshop not working

I updated Mojave to 10.14.5 and do not know if this is the issue or not but since that time when I use the control-option command it no longer changes brush size and instead changes image size : zooming in and out. Is there a fix for this or is there a setting I need to change?

I have the same exact problem and none of the instructions listed here work.  I even installed PS on a clean OS High Sierra install and it still does not work

That Ctrl-Option drag left or right for brush size does work on my 10.14.5 Mac.

First make sure the Spotlight shortcuts are not the problem, disable those: Apple System Preferences > Keyboard

Next go to Edit Keyboard Shortcuts and hold down the Option key. Cancel changes to Reset. Click on Reset and see if that fixes the problem.

Reset Preferences is the last ditch idea.
