Could not initialize photoshop because the file could not be found

Hi, I installed photoshop on my freshly installed windows and i  cant open PS at all. im getting this error 'Could not initialize photoshop because the file could not be found' I tried to google every fix there is, reinstalled windows and it still doesnt work.
Please help.
