Crop photo in PS - Background level Unlocked

Good evening, I have a problem with Photoshop (release 21.2.3) when I go to crop a photo. Each time I make the crop, the "background" layer is unlocked and the photo can no longer be saved in the original format (.jpg) but the save window for choosing the format (.psd) opens. Each time I have to run "Single Level" and then save the image. Know how to fix? I have already uninstalled PS and the problem persists.

Hi. With the Crop Tool selected, make sure to have checked "Delete cropped pixels" in the Options panel.

What are the Crop Tool’s Settings (in particular »Delete Cropped Pixels«)? 

 

And you know that you are damaging the images by resaving them as jpgs?

Yes, I know, but I do that with photos that I use for a newspaper. I have an action and this problem was big for my workflow. Thanks to everyone!
