Cropping causes Photoshop to add a layer

Everytime I crop a picture in Photoshop, a new layer is added. Why does it do this and how can I stop it. This started suddenly.

 

PS 2020, MacOS 10.15.4

Do you possibly have the "Delete Cropped Pixels" checkbox turned off? This option appears along the top of Photoshop within the Options bar when the Crop tool is selected. A background layer can't support transparency or content that extends beyond the boundaries of the canvas. In situations where Photoshop needs to honour such requirements it will convert the Background layer into a regular layer.

That's it. That option was unckecked. I had a feeling it was something like that.
