CS6 // Mojave Photoshop not saving changes made to layers

Ugh..... CS6 typically works fine though recently been noticing that changes I make to a layer such as Fill, it makes the visual change, but after saving and closing, reopening the file shows that the change wasn't kept are reverts to 100% fill rather than the amount I had entered.

 

Thought?

I have exactly this problem. Fill settings and certain layer styles simply won't save. All other changes save fine. I'm on Windows 10. I've tried resetting PS, saving to a different drive, creating new files, etc. It's very consistent. Were you ever able to figure this out?

Let me be clearer;  I have a folder and within, a layer converted to a smart filter with some blurs and noise.  I can reduce it's affect on the lower layers by changing the FILL amount to the encompassing folder and visually it's what I'm after.  However, upon saving//closing and reopening the file, the settings for the FILL on the folder does not hold and it's back to 100%.  HOWEVER..... if I change the OPACITY of the folder to get the same visual effect, saving//closing the file and reopening it, the settings hold!  So.... why does the OPACITY settings get saved while the FILL doesn't?  I have no layer-effects within the folder, only the smart filter layer and maybe another layer or two.
