Hello,
I newly installed updated of MacOS (Mojave) on my macbook and now I have constantly a cursor loading on Photoshop.
I followed instruction on Known issues - Running Photoshop CC on macOS 10.14 Mojave but I have I still have same problem
You can help me ?

Can we presume you mean by "a cursor loading" that you're seeing the "busy" spinning cursor?
Are you running a version earlier than Photoshop 2019 (released in just the past week)? I read elsewhere on this forum today that the problem may be lessened with the new release, which has been designed to work with Mojave. (someone please confirm this; I don't have a Mac myself)
Note that you're not required to remove the older version to install the newer version, though you should pay careful attention to the prompts during the update from within the Creative Cloud application.

Yes I'm talking about busy spinning cursor !
I use Photoshop 2019 than I installed after metting this problem on earlier version (used photoshop 2017), but I still have same problem.
I never had a problem with Photoshop 2017 after this updated on MasOS, return on prior MacOS version (High Sierra) may be a good idea.

To be honest with you I have had a similar problem in the past (maybe 5 years ago).
I find that after a number of years pass, maybe 6 or more we are probably better off buying a new computer as older Mac's just don't perform well running the newer versions of programs like Photoshop.
The other option might be increasing you computers performance in regards to the graphics card....
I understand that sometimes upgrading or getting a new computer may not be an option but this is what I have found.

I just upgraded to Mojave after running Photoshop 2019 for almost a month in High Sierra without cursor issues. After Mojave, the cursor issues have begun. I reject the idea from above the buying a new computer is the answer. This is an Adobe bug that is software based, given my experience between two operating systems. I'm running a Retina 5K, 27-inch, Late 2015 iMac.

I just found a good video explaining how to fix this issue, and in fact mine is now fixed. It isn't really an Adobe problem, Mojave takes some control away from Photoshop by default. The issue can be fixed in your security settings (of all places) but I will let Mr. Duke Pham take over from here:

Sorry, I spoke too soon. This did temporarily fix my issue but it is back in full effect. Grr.

Just did the fix, we shall see how long it holds! Not good if I have to do it every time!
