I have lots of Presets collected over many years (Styles, Gradients, Patterns, etc). Does importing ALL of these into the various palettes slow down Photoshop or do I just need to load and unload various sets as needed?

It will lengthen start up duration and require more machine resources in any version of Photoshop. Other add will also lengthen start up time plug-in need to be initialized menu item list build etc.  Patterns can be very large.  Performance can be impacted if your low on machine resources.
