Drop Shadows Not Scaled Correctly in 20.0.1.

After updating to Photoshop 20.0.1 all drop shadows in images that are scaled at less than 66.7% are now greatly exaggerated. I am referring to the scale to zoom in/out on the Navigator tab. If the zoom is below 66.7% the drop shadow increases greatly in shape all out of proprtion to what it should be. Prior to 20.0.1 it was possible to reliably edit images (for example, very large production images at 25% or 50%). That is no longer the case now in 20.0.1 due to the incorrect scaling on the drop shadows.

I am also finding that if I make a bogus edit one or more layers may suddenly scale correctly. It's an unreliable method to get the image to look right.

I can replicate that here.  As a workaround go to Preferences >Performance and check legacy compositing

having the same issue and more in 2021 and this is no longer an option in performance settings.
