Engineering wireframe from photo

I'm rather new to Photoshop.  I'm looking take a photo and make a 3D CAD  design look like the attached example.

Any guidance is appreciated.

If it is just the "look" you are after try this:

 

1. Use filter Find Edges

2. Add a black and white adjustment layer

3. Add an invert adjustment layer

4. Add a curves adjustment layer - and pull down the white so it is grey

5. Add a Hue and Saturation adjustment layer with "Colorize" checked

Just FYI, I'm not looking to create an actual 3D image.  I wasnt sure if that was the assumption with your replies.  Just need the look.  I wanted to be clear...

Not in a million years. What you have there is 100 % CG. That's way beyond PS' limited 3D capabilities and demands the use of a proper 3D program.

Well, when you think back to technical illustrations from the 70s and 80s a lot was possible with airbrushes and time and theoretically it should be possible to achieve similar results with Photoshop’s painterly tools but that’s »theoretical« – realistically I would agree with your assessment.

A photo of what? 

 

And have you considered creating or commissioning a proper 3D model of the object? 

Because otherwise you would probably have to do such extensive painting and constructing in Photoshop that it may be questionale if it’s worth the trouble.
