Face Swapping Animated .Gifs?

I was wondering how to get the "new" face being swapped into the .gif to move exactly along with the .gif.

Any help would be appreciated,

Nothing different than editing any GIF in PS - you have to expand it to frames and then move the layers where you want them to be in every frame. for anything beyond that you would have to move on to After Effects or other FX packages that offer actual tracking features.
