.gif animation question. dancing ginger man

Hey guys,

i am making a company animated ecard. i made the below. I have everything in its own layer and i need to make the ginger man dance ( i wanted to make them rock form left to right, as in one goes left one goes right, and the comeback to meet at the position they are now in a looping gif.

however, i made  time line animation, i time 5 seconds for them to swing out, 5 seconds they sign in. i click play, and nothing happens. I only do these animated .gifs once a year so i forget if i should be making this via frame animation or can i do what i am doing? i have layer comps because i need this with 6 different logos. which i will update later once i get the animation the way i need it.

how do i go about this?
