So I may have fixed my issue. I read in another post on the community site that someone fixed their issues with Photoshop and its graphic processor related settings by disabling Nvidia's Gsync. I figured I'd give this a try and I disabled it, (changed my monitor setting in the nvidia control panel to "fixed refresh rate"), on both photoshop.exe and sniffer.exe. For good measure, I also turned both .exe's Vsync setting to "off". Low and behold, photoshop opened as fast as I remembered it from when I had Windows 10 1909. Also, I was able to open a 4k psd file with no lag at all right after the startup of photoshop. I tested this out on the latest version of Photoshop (2021 v.22.3) too and it didn't lag as well! I did some further testing by renabling Gsync, but keeping Vsync disabled for both photoshop.exe and sniffer.exe. Amazingly enough, photoshop still loaded fast and I was able to open my 4k psd file with no lag too.

I will continue testing this out throughout the week just to be sure. So far, I can say there's a good chance that running Windows 10 20H2 and having Vsync enabled in Nvidia's Control Panel (even if its set to "use application's setting") causes Photoshop to suffer lag related issues when its graphic processor related settings are enabled in the performance settings.

Something I've noticed recently about my photoshop issue is that it occurs mostly with psd files that have a high resolution like 4k. If I make a very small res psd file, it will open with no issues after start up of Photoshop. Accessing the performance settings after start up of Photoshop still causes hanging though. Figured I'd let you all know this incase it sheds some light on my particular photoshop issue.

Hmm, tricky. If updating or rolling back the driver didn't work, you're out of options on that end (EDIT: except try the "studio" driver, not the "game ready" driver. And do a clean install).

But if your Photoshop version is the current 22.3, you can try to revert to 22.2. The latest update has some GPU-related bugs, and reverting seems to help in a lot of cases.

Open the CC desktop app, uninstall Photoshop, and reinstall. When reinstalling, click the three dots to get "other versions", and pick 22.2.
