HELP ME PLZ.............problem with photoshop brush-hardness setting error

Hi guys. I have a problem with photoshop brush-hardness. 

When l use brush setted 0% hardness, brush seems like hardness 100%  (the picture below)

I've already tried putting PSUserConfig.txt files in the [Photoshop setting] folder to solve the problem with pen pressure. but l can't solve this problem..

help me plz..... ToT

Hi

You have the Pencil Tool selected in your screenshot and not the Brush Tool
