How to animate text to infinite scroll across bottom of screen

 I don't mind what Adobe application I use - I just want to make a gif where text rolls across the bottom of the screen and repeats like a news show - this has been so hard to find online unless I use premier but there must be an easier way as it's such a simple form of animation?

 

If the easiest way is to use one of the movie applications I will but I'm just wondering whether this can be done easily in any of the graphics/design applications.

 

 

Appreciate any advice. Animating on photoshop is a pain!

I suggest giving Adobe Animate CC a try.
