How to draw semi-transparent layers like this on photoshop

So I just switch to photoshop recently. Do photoshop able to produce a semi-transparent cloth like this?

If yes, can you kindly show the example to me please?

Semi transparent look can be achieved by decreasing Opacity or Fill for selected layer in The Layers panel.

You can also decrease Brush opacity from the Options bar when painting with brush.
