How to fix this?

This looks like a mess... i can't see any buttons above even tho i can open menus from there... and i have no idea what's happening on the right side of the panel either...

Click on the down arrow here and select reset essentials

If that doesn't help try a preferences reset

None of these helped.. I have also reinstalled it previously and even that didn't help.

Close Photoshop, go to this location

C:\Users\yourname\AppData\Roaming\Adobe\Adobe Photoshop 2020\Adobe Photoshop 2020 Settings

and delete the Adobe Photoshop 2020 Prefs file

You may need to enable this option for a appdata folder to show

Also check for updates for your GPU driver from the manufacturers website, it will be either AMD. Intel or Nvidia

PS 2020 at what update ? 21.0, ..., 21.2 of some update between.  If 21.2 is it finding your GPU? Can you access help >system info or run sniffer from a command line. Preferences Performance

What are your computer spec, Photoshop wouldn't install on a non compatiable OS

Even with the minimum specs Photoshop shouldn't open like that

RAM: 4GB

Not the best specs to run Photoshop on, I have Photoshop, Firefox and a few other apps opened and my system is using 5.6GB of RAM, you need a minimum of 8GB of RAM, 16GB would be even better
