How to make a TRULY hard brush? Frustrating soft/blurry edge

Hi there, I'd like a hard brush that is as sharp on the edges as possible. I notice that even on 100% hardness there still is a slight softness/blur. Is there something I can set to make it 100% crisp? See the attached image to see comparison between "hard" round brush and a filled circle shape. Thank you!

Thanks for the answer r-bin. We want to use the various brush features of photoshop which the pencil doesn't seem to offer. I have moved the project over to Illustrator instead!
