How To Measure Noise With Photoshop

How can I use the Photoshop tools to measure image noise??

I recall hearing about a method that used the stats functions (median or standard deviation or one of those) but can’t find a direct reference.

You may be thinking for File > Scripts > Statistics....

The best thing I've ever seen for noise is NeatImage for Photoshop.  It's also available as a stand alone applicaiton:
