How to remove part of a path?

New Here ,

I create a path using elipse tool. I want to remove 1/4 of it to create 'c' like shape. How to do it? I found an old tutorial saying that I can just select this part of the path and hit delete. It does not work unfortunately for me. Any ideas how to achieve it?

Here is the tutorial: https://design.tutsplus.com/tutorials/create-cool-typography-using-paths-in-photoshop--psd-14090

I'm refering to the step in the 4th screenshot in the tutorial:

"Pick the Direct Selection Tool (A). Note that no one of the anchor points are selected, click on the path between the two anchor points and click delete."

Thank you.

After you have the Ellipse Tool drawn out and selected the Direct Selection Tool, click outside

the path then click back on the path between where the two points were. Now hit the Delete key.
