I can't rotate canvas when drawing with photoshop

On my old computer, I have a photoshop CS6. I can use two fingers to rotate the canvas when I draw. It is just easier to apply lines in all directions.

However, when I get a new computer and use the Photoshop CC 2017 now, I cannot rotate the canvas anymore. Is there any settings that I can change to fulfill my purpose or the function is just no longer available?

    Use Graphics Processor in Preferences > Performance needs to be turned on.  If it is greyed out and won't let you turn it on, check your graphics card drivers are up to date.
