I have Photoshop CS6 which was a one-time purchase years ago. Since I updated my Mac to OS Catalina, it no longer works (extremely infurtiating). What I worry about is, if I do switch to the latest PS monthly subscription version, will I lose all my saved PS actions? I cannot lose these!
To make sure, save all sets from the Action panel menu so you can reload them. Select the set (folder) — not the action — and save each set as an .atn file, then move the ATN files to another location. You will be able to load them back in from the panel menu in the new version.

Thank you for the response! Unfortunately I cannot open Photoshop at all due to the Catalina update 😞

Did you save your action sets when you still had CS6 running? If so, the .atn files can be loaded into the new version.

As jane-e notes, saving out individual .atn files is best practice. If you can't do that, you may have luck with the palette's .psp file:
