Inverse Selection

This has been asked previously but remains unsolved.

Select inverse = "Warning No pixels are selected"

I have changed the command/shortcut to ALT+CTL+F9  but this won't work nor does Shift+F7. I am not doing anything complicated: just trying on one layer to alter a figure. Help would be appreciated as this is driving me crazy.

In order to inverse a Selection, you must first make a Selection...as evidenced by marching ants. Use the Magic Wand to Select the transparent area. (Set the Tolerance in the Magic Wand Options bar to zero before clicking in the transparent area.) It will outline the dog with marching ants. Then you are free to Select > Inverse the Selection if desired.

please post the Layers panel with the appropriate layer highlighted and the image, showing the Selection (marching ants) within the image.
