Hello
Quick question. I did read that Adobe does not sell CS6 licenses anymore as that is not profitable for them in long run. Because of it are there any other ways to get proper license for CS6 packet outside of buying it 2nd hand? I just want to confirm it as my cousin needs to buy hers from UE donation that can not cover subscription based licenses.

Adobe stopped selling CS6 in Jan 2017 so a used copy is your only option.
However, pirated copies are everywhere on the secondhand market so it's buyer beware. There's no way of knowing if the serial number provided by the seller is valid until you try and enter it on your own computer during the installation process.
Also, to be able to register used software you must complete the product license transfer process which must be completed by both seller and buyer.

ALSO, don't expect it to run trouble-free on the latest systems. Systems are changing completely. This would not be a good long term investment, even if it runs today and even if (against all the odds) it is genuine.
If budget does not run to $10 per month, I suggest you look for a non-Adobe option rather than trying to get the top professional tools without the budget for them. There are many rivals.

Tha'ts not quite true. Software has a shelf-life of 3-5 years. Beyond that it's no longer sold, supported or guaranteed to work on modern equipment. IMO, 8 year old software is not worth anything. It's too risky. That and $2.75 will get you a ride on a NY subway.

She can't use discount as it needs to be financed by European Union funds. She would gladly buy current one but she can't do it because of how contract is formulated. Also she needs to buy it as it is also part of contract. So it is bad situation both ways.

It would be amazing if so. But there is mention of "lifetime" license or something that could be translated like that. So it wont be possible to do it like so.
