Layer effect on group breaks layer effects inside group

Try checking 

Photoshop > Preferences > Performance > Legacy Compositing

That solved the issue for me.

I can reproduce the issue (21.0.3 auf Mac OS 10.15.2). 

 

You may want to search for an existing Bug Report over on 

https://feedback.photoshop.com/photoshop_family/

and if none should exist post a new one. 

 

A work-around would be converting the Layers in the Group to a Smart Object.

That fixed it!

 

Thank you! this fix saved me from performing a workaround on dozens of layers. The example I posted was just made to isolate the bug, but the real file it surfaced in is an automotive UI, that I've spent 3 months on, with hundreds of layers and nearly a hundred layer comps. The work around would have taken days if not weeks.

Apparently the issues introduced with the new compositing engine have not been worked out completely yet … 

Anyway, the main thing is you can continue working on the file.
