Layer Masks & Invert Function Not Working

I am trying to edit landscape photos using inverted layer masks. The opacity is set to 100%, the blend mode is on normal, and I am selecting the top layer, but I can't get the paint brush to work on the layer.

I've even uninstalled PS, but nothing is working.

Any ideas???

layer mask works with Balck, white and gray colors

set the foreground color to white and paint with brush tool to Reveal, and Black to conceal

Could you please post a screenshot taken at View > 100% with the pertinent Panels (Layers, Channels, Options Bar, …) visible?

Screenshots to show us what you are trying to do. Are you trying to paint on the mask or the layer itself? In the screenshot, make sure you include your layers and your image and your brush and the options bar.
