Layer problem

Whenever I create a new layer and open a photo,  my background disappears and photo becomes background. Then if I try to add another layer, it becomes background.  I have watched and read several tutorials and directions are not working in my program.

    Where in the layer stack are you adding new layers layers are like a stack of photos the top layer is the foremost layer other are below backs of the top layer. If a new top layer is canvas size and has no transparency it will completely cover the lower back layers

    Using File > Open  results in a new document being opened for your image which is why you see that new document and the image as a background layer

    If you want to open an image as a layer within your existing document use File >Place embedded. By default this will open the new image as a smart object layer - although you can change this, to open as a pixel layer,  in Preferences >General should you wish to.
