Layers panel shows paintbrush

I am not getting images in the layers panel just a box with a paintbrush in it.  What happened to the proper image?

I am at a loss as to how things are supposed to work here.  I am having an issue with layers that I cannot understand.

Go to the top right of the layers panel and click on the square (four horizontal lines) to open the menu.

Then choose panel options.

Set the thumbnail size to anything except "none"
