I'm trying to add small lights to a building but the preview window in the Lens Flair tool is so small you cannot accurately place a lens flare to a position in the preview window. Is there a trick /way I can zoom in? Cutting the area I'm working in doesn't seem to make it any better.

Long story short: You may have to buy a commercial lens flare plug-in like this:

Otherwise you can of course always try to just let a flare render blindly on an oversized document and then manually reposition it, even if it won't give you correct placement of the secondary flare elements in particular...

I am experiencing this issue as well on my 27" iMac. Even when changing UI Font Size and selecting Scale UI to Font, filter windows do not increase in size at all, nor do their font sizes change. It's extremely annoying that this UI issue has existed in Photoshop since CS5 and nothing has been done with it.
Being forced into paying money for third party options is absurd. A better solution is Adobe making logical changes to continue earning subscription fees. This just goes to show how behind the times this company is. Complacency will soon begin costing them as users begin finding better editing solutions in competing software. While I love Photoshop, such a jump is becoming more and more tempting...
