Link text block to ruler line in Photoshop

I'm creating image templates for my organisation in Photoshop with a headline and a sub-headline. I have placed ruler lines to guide where the text should be, but I'm wondering if it's possible to link the text block with ruler lines?

 

I.e, if one chooses to have a shorter headline with only one row, the ruler follows so that the sub-headliner is still correctly placed in proportion with the headline.
