Most Menu items are grayed out and Can't be used

I am unable to use many functions in Photoshop through the menu.

Most of the items under File, Edit, Image, Layer, Type, Select, Filter, 3D, View - are all greyed out. I also can't use shortcuts to do simple tasks like Transform and resizing. I've tried uninstalling the software and reinstalling the software.

I've also reset the Menu and Toolbars to the defaults.

Any idea how to fix this or why it is happening?

    Also, what type o file are you opening and are you opening from a general folder or out of Adobe Bridge?

    Could you upload a screenshot of your entire screen? That can sometimes provide us with some good info.

    Was it working fine before? If so, you might want to try this:

    Have you opened the image in Photoshop via Lightroom? If so, there is a known issue.  Close both apps and then open Photoshop first. Keep Photoshop open and then open Lightroom. It should now work OK.

    I actually don't have Lightroom downloaded. I only tried opening and editing design files in Photoshop so far.
