My splice won't become a clickable image link?

My splice won't become a clickable image link.  Is there a way to do this?  I have follow the directions all the way to "save for web".   Then I get lost.

Impossible to know. You have neither provided any detailed info about your actual setting nor any hint at what guide/ tutorial you are actually following. The most obvious question would have to be whether or not you actually have defined an URL in the slice's properties to begin with and what the button states (if any) are set to.

I created a splice around the image I copied/pasted.  

From the file>export, it says Save for Web (Legacy) or do I have to hit export
