Need help splitting and rearranging an image

This is possibly a very n00b question, but here it goes; I have an app on my phone call Fragments, and basically what it does is rearranges an image based on set patterns. I figure photoshop surely has a way to do this, or at LEAST slice an image and put those slices on separate layers so I can move them around the way I want.

So, obviously, that lead me to the slice tool, but its extremely convoluted to me. I've figured out how to slice the image, but they aren't on separate layers, and trying to figure out the export thing . . . anyway, I know I'm not the first person to want to do this, otherwise the Fragment app wouldn't exist in the first place.

Any tips y'all can give me would be greatly appreciated, thanks in advance

    The slice tool is not meant for that. It is for slicing up a design for web use. Each slice becomes its own file. Even though you could place each file into photoshop as a new document. It lacks angles and other shapes. It also require you to use save for web and devices in order to save the layers.

    You could use a selection tool and select a portion of the image and jump it to a new layer. Ctrl-j on windows or cmd-j on mac will jump a copy to a new layer. Holding the shift key at the same time will move the selection to a new layer. Ex. ctrl-shift-j.
    Once the image(s) are on their own layer(s) then you can expand the canvas to allow room to spread out the layers for a gap if that is what you prefer.

    Once each portion of the image is on its own layer it is possible to save each layer to its own file, if that is required.
    Hopefully this helps some.

    Create the masks shown. Unlink the image from the mask and then horizontally shift the image in each layer with the Move tool to create the effect.

    Yep, using the rulers you can get a close idea of what size one selection needs to be, then just move the selection as needed.
    If you are not done for the day, you can save the selection as a channel to be used the next day. As long as you save in a format that supports selections, channels, etc. Like psd and tiff.

    I was kind of afraid I've have to do it this way. I was hoping the slice tool would do the job since it does slices in equal parts.
