Photoshop v. 21.2.1 and Mac OS Catalina v. 10.15.6 behavior for transform in Photoshop has been reversed... I used to have to hold down the shift key to constrain transform for resize to hold its proportion - Now It's The Opposite, - no shift key keeps proportion... can I turn this back to its old behavior which makes much more sense to hold the shift key down to constrain proportions?

That's the new default behaviour first introduced in CC 2019 (v 20) and continued in 2020 (v 21).
When it first appeared, many veteran users protested about changing decades of behaviour for no obvious benefit so Adobe added a legacy option in preferences to allow those who prefer the previous behaviour to revert to it.
To go back to the old behaviour of Shift = constrain proportions, go to Photoshop > Preferences > General and chec
