no me aparece la barra de opciones y menus

esa barra no me abarece en photoshop, notengo las opciones: minimizar, cerrar, archivo,vista y todo el menu que existe en ella.

Have you tried Window > Workspace > Essentials (and Window > Options)? 

Is Window > Applications Frame on? 

Does turning off »Use Graphics Processor« in the Performance Preferences (Photoshop > Preferences > Performance > Graphic Processor Settings) and restarting Photoshop have any bearing on the issue?
