Not enough RAM while there clearly is?

One .psd file, 100MB, 15 layers, no text. Trying to drag a 2500px transparent .png into the image, and "Could not place the document [...].png because there is not enough memory (RAM)." Can't even open the aforementioned png separately.
.jpg files are fine, and most smaller .pngs too.
Photoshop has been recently updated (28.05.2013).
Got similar errors yesterday when I couldn't use the Save for Web option (not enough memory) or brushes larger than 1000px. Restarted Photoshop, restarted the PC, nothing.
There have been almost no lags and all filters, brushes, etc... work super fast. Just the RAM issue.
Efficiency is 100%.
Preferences > General
Available RAM 3255 MB, and Photoshop is allowed to use 100%.
Scratch Disk is C:\ with 12,79GB of free space.
Recovery information won't be saved, clipboard won't be exported. I regularly purge the history.
Task manager shows that 6,51GB of memory is currently in use, CPU usage lingers between 1%-3%.
Other programs open right now: Skype, Chrome (6 tabs), FastStone ImageViewer.
Intel Core i-7-3770 CPU @ 3.40GHz
16,0GB RAM
64-bit Windows 7
Photoshop version is CS6.
