Is there any offline version of Photoshop like it was until CS6? I want to use Photoshop on a computer which is not connected to the internet.

You can still buy CS6 (Photoshop 13.x); but from now on it's strictly by subscription, from Photoshop CC (Photoshop 14.x).
Perpetual licenses of CS6 will continue to be sold indefinitely and there will be only bug fixes and possible, undefined compatibility tweaks to accommodate the OS. No improvements or enhancements, however.
This is the new reality—at least for now.

After comparing the improvements of Photoshop CC vs. CS6, I came to the
conclusion that Adobe just renamed CS6 into CC. I don't see any reason
then to "upgrade"

Though I am not a CC adopter (at least not yet), it might be quite fair to compare Ps CC and CS 6, just yet. Ps CC will be constantly getting improvements, Bug fixes, and other sorts of updates, on a continuing basis. What you see today, does not yet have those updates.
Ps CS 6 will probably get some Bug fixes, and updates for OS improvement compatibility, but its "features" are locked in time, where Ps CC is a "living thing." Whether any new features will be tempting to you, is yet to be seen. Not the easiest decision, but if you have Ps CS 6, then you can adopt the CC version, if those features DO entice you later on.

What do you mean by "offline"?
Photoshop doesn't have an online mode, and doesn't require an internet connection except for activation.

Am I correct that Ps CC will also require an Internet connection, approximately once per month, for subscription validation?
Unfortunately, even with all the material out there, there are a few aspects of CC, that I am not 100% clear on. There also might well be easy, acceptable workarounds too.

Yes, Photoshop CC does require an internet connection periodically for subscription validation.
But I think it only needs it every 3 months or so.

According to the Cloud FAQ:
30 days if you're a month-by-month member.
99 days if you've joined on a 12 month contract.

I can live whit "99 days if you've joined on a 12 month contract", but unfortunately my cc is nowhere to be found every time the connection is dropped.

That is not entirely true, sorry. The first time I had to reinstall it after less than 90 days, it didn't until I used the Creative Cloud Cleaner.... so the cleaner apparently had found something

And my computer does not change the date when I move to a different time zone... so I can not blame him for trying to fool adobe that my membership has not expired.

Why did you use the cleaner tool?
Generally, CC applications install on your computer in exactly the same way as always, they're used in exactly the same way as before.
The only difference is the license validation.

I used the cleaner after cc did not want to reinstall
I also followed the advice to log out and back in again.
It then did... but lost it again.
I decided to take a paid subscription anyway.
That solved the problem after yet another second download, but without using the cleaner intermediately this time.

What I meant with offline? I meant a version that not requires an
Internet connection at any time. I want to edit and store my pictures on
a computer without Internet connection. And this not only because of the
civil rights infringements of the US government.

To answer the original question - there is NO option for a retail customer to install Photoshop CC on a computer with no Web connection at all, as there is no 'offline activation' system anymore for retail licenses. You could do it with the old CS applications, but not with CC.

You just download the application from internet, but they are always install on your computer. You just need internet connection every 90 days to validate your CC connection.
And you need internet for services, like Creative Sync, TypeKit, etc
