option+click eyedropper when using brush - not selecting color

I am using my iPad as a drawing tablet with Astropad and apple pencil. Have been using this setup for a couple of years with no problems. After updating photoshop, suddenly there is an issue (among MANY other issues) with this. While using the brush tool, option+clicking an area does not pick up a color. The eyedropper tool appears, but it just continues painting with the current color. When I switch over to my mouse and option+click, the eyedropper picks up the color the way it always has. Any ideas on this?

 

(This update is frustrating the heck out of me)

I have no solutions for this but I want to point out that you can continue using Photoshop CC 2019 if that worked better with your set-up. 

If you removed it when upgrading and have to re-install it please make sure to back up your customized presets first.
