Photoshop 2020 (21.0.2) takes over 2 minutes to start up

Photoshop takes forever to start up. Application opens, I see the splash screen, then the main program window opens with the placeholder images for two minutes before finally opening. I have trashed preferences and done a reinstall, same deal.

I own a Mid 2012 MBP running Mojave 10.14.6  40 seconds startup time.
